No Conflict Diamonds: The global policy on Cote d’Ivoire

In November of last year, the Panel of Experts assessed the role of natural resources, such as cotton, diamonds, and cocoa in fuelling the conflict in Ivory Coast and the effectiveness of the arms embargo. With special emphasis placed on the concern that the illicit trade of diamonds was providing income to the rebel group, New Forces.

What ensued, was a report that called on the UN peacekeeping mission in Ivory Coast and the Kimberley Process Secretariat to evaluate the volume of illicit diamond exports. With a recommendation that the Security Council ask the rebel group to provide an inventory of the weapons in its possession and the Ivorian government to submit a breakdown of its defense expenditures.

The following month, a mere five months previous to right now, those demands were still unmet. Forcing the Security Council to once again threaten sanctions against those individuals suspected of violating the arms embargo or impeding the peace process in Ivory Coast. While under France’s leadership, the Security Council did acknowledge the role of diamonds in fuelling the conflict and broadened the arms embargo to include a ban on diamond exports from Ivory Coast.

As on the blood diamond trade continues. Leaving the watchers to wonder, how often does the threat of sanctions actual bear results?

    No Conflict Diamonds | Jewelers for Clean Diamond Imports

    The Clean Diamonds Act, which is a legislation in Congress that would prohibit the importation of diamonds unless the countries exporting the diamonds into the United States have in place a system of controls on rough diamonds, and for other purposes … was immediately supported by Physicians for Human Rights. Which in turn, has pressed for a more active role by the United States and the international community in enforcing the peace, assisting in demobilization and reconstruction and in promoting accountability in Sierra Leone. That, as a corollary, helped put together the promotion to jewelers of the Jewelers for Clean Diamond Imports. Which basically says that they support and promote the use of only conflict free diamonds, and the various other ideals put forth in the Clean Diamonds Act.

    No Conflict Diamonds | An article from this month that also supports my point

    I found this article last month but forgot to post it.

    Hong Kong, the “Diamond Centre of Asia” has a certification scheme designed to regulate the trade of the contraband and is involved in the Kimberley Process, a U.N.-backed global scheme to stop the illegal trading of these gems. But how much impact the city’s good behavior makes is questionable — it appears impossible to stamp out smuggling because the monitors intended to block them are paid a pittance.
